Medium-Speed Electric Vehicle (EV) Access to RoadwaysĪ medium-speed EV is defined as a four-wheeled motor vehicle powered by electricity that is equipped with a roll cage or a crushproof body design and is capable of achieving a maximum speed of 35 miles per hour (mph) on a paved, level surface. (Reference Minnesota Statutes 169.011 and 169.224) A road authority may prohibit or further restrict the operation of NEVs on any street or highway under the road authority’s jurisdiction. An NEV may not operate on a roadway with a speed limit greater than 35 mph, except to cross that roadway.
